Can you use a 1" JIS headset in an ISO headtube?

For threaded headsets, the bearing cups are pressed into the headtube. The standard ISO size is a 30mm headtube with slightly larger 30.2mm bearing cups that compress and fit very tight.

Can you use loctite or a shim to fill the gap? Keep in mind, the top and bottom cups need to be perfectly aligned for the bearings to work.

This is probably a bad idea.
